RUSSIAN FEDERATION LAW ON CERTIFICATION OF GOODS AND SERVICES (in the red. Federal laws from 27.12.1995 N 211-FZ, of 02.03.1998 N 30-FZ, of 31.07.1998 N 154-FZ, of 25.07.2002 N 116-FZ rev., as amended by Decision of the Constitutional Court from 22.11.2001 N 15-P) This Act provides legal basis for compulsory and voluntary certification of products, services and other facilities (hereinafter – product) in the Russian Federation, as well as rights, duties and responsibilities of certification. Section I. GENERAL PROVISIONS Article 1. The concept of certification Product Certification (hereinafter – the certification) – The conformity assessment procedure whereby independent of the manufacturer (seller or performer) and consumer (buyer) organization certifies in writing that the product meets the requirements. Federal law from 31.07.1998 N 154-FZ) Certification is for: to create conditions for activity organizations and businesses in a single product market of the Russian Federation, as well as participation in international economic, scientific – technical cooperation and international trade (in the red. Federal Law of 31.07.1998 N 154-FL) assist consumers to make a competent choice of products, protect consumers from unscrupulous producer (seller, artist); control products are safe for the environment, life, health and property; confirmation of quality products, declared by the manufacturer.
Certification can be mandatory and voluntary. Article 2. Legislation of the Russian Federation on the relations in the field of certification certification are regulated by this Law and rules issued in accordance with legislative acts of the Russian Federation.
